Raymond has extensive experience in representing victims of health scandals at public inquiries, compensation tribunals and in the Irish High Court. He negotiated with the Irish Government on the enactment of the terms of reference for the Lindsay Tribunal of Inquiry. He appeared at the Lindsay Tribunal on behalf of the Irish Hemophilia Society.

In a significant legal decision in 1999, his work was central to the Government's decision to reverse 150-year old legislation regarding compensation for haemophiliacs infected with HIV and Hep C from contaminated blood products.
